General Complex Rules
- Honor the game: Demonstrate sportsmanship at all times.
- No pets, smoking, or alcohol allowed in the complex.
- Carry-ins are allowed; no glass containers.
- Follow all PCYS health procedures.

Registration Requirements
Coaches or team managers must check in at least 60 minutes before the first game with:
- Two copies of the state roster with player cards/numbers.
- Guest player form (if applicable).
- Permit to travel (if applicable).
- Signed rosters: One copy stays with the registration tent. The other is for field marshals during pregame checks.
- Provide a team contact with a phone number for the tournament duration.

Team Rosters & Guest Players
Roster Limits:
- U8 (4v4): 12 players
- U9-10 (7v7):
14 players
- U11-12 (9v9):
16 players
- U13-U19 (11v11):
22 players (18 eligible per game).
Rules:
- A player can only be rostered on one team.
- Max 4 Guest Players and 4 Club Pass Players (Club Pass Players do not count as Guest Players).
- No roster changes allowed after the tournament begins.
- Player passes must remain banded for the tournament's duration.

Uniforms & Equipment
- Shin guards are required; socks must cover them.
- No jewelry (taping piercings not allowed).
- Jerseys must match, be tucked in, and have unique numbers.
- Casts require tournament director approval.

Game Procedures
- Teams must check in with field marshals 30 minutes before game time.
- Home team (listed first) changes uniforms if color conflicts occur.
- Coin toss determines kickoff and sides.
Game Lengths & Rules:
- U8: 4x12-minute quarters, size 3 ball, 4v4.
- U9-10: 2x25-minute halves, size 4 ball, 7v7, offsides & build-out lines enforced.
- U11-12: 2x25-minute halves, size 4 ball, 9v9.
- U13-19: 2x30-minute halves, size 5 ball, 11v11.
FIFA/USYSA/WI Youth Soccer rules apply unless noted.

Tournament Committee Rights
- Relocate/reschedule games or adjust durations.
- Cancel games or the tournament due to unforeseen conditions.

Awards
- U11+:
1st and 2nd place awards presented after the final game.
- U10 and under:
Participation awards for all players.

Forfeits & Failure to Show
Teams must complete all scheduled games or face disqualification.
Forfeits occur if:
- A team is 10+ minutes late or cannot meet player minimums.
- Score for forfeited games: 3-0 win for the opponent.
Forfeiting teams cannot advance to playoffs/championships.

Scoring System
Win:
6 points, Tie:
3 points, Loss:
0 points.
Bonus points:
- 1 point per goal (max 3 per game).
- 1 shutout point (not for 0-0 ties).
Tiebreakers (U11+):
- Head-to-head result.
- Most wins in group play.
- Goal differential (max 4 per game).
- Fewest goals allowed.
- Penalty kicks.

Discipline & Conduct
- Players:
Red cards result in a 1-game minimum suspension.
- Coaches/Spectators:
Harassment of officials can result in game suspension or team disqualification.

Medical Treatment
- Trainers available onsite.
- Injured players must leave the field for treatment.
- Blood-stained uniforms or body injuries require the player to leave the field.

Additional Notes
- Headers allowed for U12 and older.
- U10-specific rules: offsides enforced, build-out lines used, no punting/dropkicking.
- Referees: USSF licensed officials assigned to every game.
- Tournament Committee resolves all conflicts not covered by the rules.

REFUNDS
If the tournament is cancelled in its entirety, a refund may be issued after incurred tournament expenses have been paid. PCYS is not responsible for the expenses incurred by any team or individual if the tournament is canceled in whole or part.
